You could do that test easily by supporting each ball in a "wind tunnel" test. The smaller ball has less wind resistance than the larger ball.

You just have to ignore sectional density and those other ballistic factors having to do with mass and energy (you know, motion).

Did TechPB have something that actually matched that claim? That seems a little odd.
