Regulators make a huge difference. Instead of relying on thermal expansion to expand the liquid in the cartridge into usable gas, a reg provides you with a stepped down pressure inside the gun that ensures you get every last bit of energy from your cartridge. They also improve consistency. With an unregged gun, your velocity drops linearly as you shoot. With a properly designed reg system, you'll get fairly flat velocity until the cartridge is almost expended. We managed to do this without a reg in the Retros to some extent, but in a semi auto pistol, there's no way you can get that kind of regless performance since the firing rate is higher.
