400 psi is definately not enough for any reasonable amount of recharge. its enoug to fire but you will be waiting for trigger resets between shots.
That would be a leaking on/off top. There shouldn't be any air to come out the barrel with the trigger held down, but it leaks by and lifts the bolt. If the orings are new, post a pic of the on/off, you may have the pin in upside down or just a weird aftermarket one. Higher input pressure might help seal the new orings too. Mags below 500 psi are real squirrels sometimes.
