Depends on the cookie context. Store-bought cookies should be crunchy, home-made cookies should be soft. If a store-bought cookie is soft, god knows what unnatural things are in them to keep them that way during their months on the shelf (I'm assuming pre-packaged, mass-manufactured cookies. Not the in-store bakery ones). Home-made cookies should be soft, warm and gooey, straight-from-the-oven.
