RAP4 makes them, I have a righty that I wear on my left hip. Its really solid, the only issue I've had with it is that my TPX was kind of wobbly when I ran with it holstered. I use it for my PMI-1 and Haven't had an issue since. I'm sure a Tib would fit in it well enough, it has Velcro on the inside so that it can "Form" to the shape of the marker.
