Since you're putting a regulator on there, you can open the 98 "velocity adjuster" (that's almost a misnomer; it's more like a velocity randomizer) all the way open.
If there is a cheap way to lower the operating pressure of the 98 even further to widen up the choices you have in regulators, it might be worth looking into.
I believe the old WGP autococker regs were CO2 tolerant as well; can't recall their max output pressure.
Azodin Inline reg is also CO2 tolerant but can't be turned up much past 500 or so in stock form.
It sounds like what you may be after is a SP Vertical Max-Flow with the high pressure kit and kung-fu grip.
