Stock Mongoose regulator - anyone know how to fix these things?

I've got the stock bottomline regulator from an NPS Mongoose electroblowback that I am trying to make work for my Sniper. I've been able to rethread the front of the regulator to take a standard NPT fitting, and nothing is leaking, but the regulator's adjustment does not seem to be functional. When I turn the pressure adjustment screw the pressure seems to go all the way on (to 800psi) or all the way off.

Anyone know why?

If the pressure adjustment screw is going to be worthless, is there a way I can re-shim the piston to output around 400psi?

Any help would be appreciated.
