See the problem with getting "technical" is that you can end up with rule disputes and a bunch of junk like that.
By going with the blanketed "gravity fed hoppers only!" You eliminate all questions about what type of hoppers you allow.
Everyone understands what a gravity fed hopper is, but it gets quibbley when one gets into the agitated, forcefeed and other feed types.
I think the clamp down and say "ONLY Gravity feed!" is a great approach. Start with strict, clear rules, evaluate, and tweak as needed.
