Yes, you could do either.. Tank regs aren't the most consistent regs, which is(one of the reasons) you need a secondary regulator. The output pressure on an adjustable reg isn't always the same. You would set it to the ideal operating pressure(in ALL manuals, and easily obtainable online), then see what FPS it is at. Then, you would lower or raise the pressure.

How is it like "saying that a gun works fin at 800psi, but setting it to the best operating pressure would be worse?"? He said the best operating pressure was around 300 psi, so that's what I said. From the BKO manual: "...This marker was designed to perform at lower pressures. If you keep the gauge on the side of the marker set at 250-300[PSI] and do the rest of your adjustments with the low pressure regulator, you will be operating the marker within the range in which it was designed.".
So if you set the adjustable tank to 275 PSI(good middle ground) then adjust the LPR, it will shoot great. Raising the pressure from 0 might be a good idea on other markers, mainly LPR-less guns(Single tubed spoolers, blowbacks, etc.), but this is the best way to set a BKO.
