If a certain percentage of the parts are made in the US, or assembled from parts made in the US, it can said to have been made in the US.
I think that's how it goes, anyways.
Check out the new spark plugs for GM LS-series engines - they're made by NGK, but say they are assembled with American parts right on the plug's body. They're just rebadged Japanese plugs.
