Cook the beef, drain the grease and add the gravy. Simmer until the mixture is hot. Then, pour it over a plate of the pasta. I guess the name came from the pasta being the shingle and the beef-gravy combo as the...well you know.
I believe it's called S.O.S. (a.k.a. beef stroganoff) since it can also be served on a peice of toast (which is much more shingle-like).
