It does look like it failed where the hole was drilled.
It's unfortunate the pics are over-exposed in places due to reflections from the flash, I'd like to see a more detailed shot of area where the failure occured.

There doesn't seem to be any of the blackening that was visible in the pictures of the tank that went off from the presence of oil.
