All you need is a screwdriver to open up the rva and shim it, and you shouldn't need any tools at all to make sure the velocity choke screw isn't obstructing the air port in the bolt. Just take it out and look into the input (bottom) hole in the bolt. If you can see the screw blocking the port, you want to move it back.
