Try moving it. If it's evenly stiff for a turn or two then it's the adjuster and you need to go easy with it. If it's able to spin loosely like a screw coming out then it's likely not the adjuster and it's trying to hold the bottom shell to the rest of the reg.
Well actually I found two screws on the "regulator". One was really stiff and I couldn't move it. The other was really loose and just screwed out. The bottom of the screw was pointy. I screwed it in until the top was even with the handle. I haven't tried airing it up again...
