Or are you saying that if they anounce that they are out, after being tagged, (instead of it being a silent take down with no shot) that they get a hole punch?

It is generaly considered unsportsmanlike conduct to "out" a player that has just barrel tagged you by shouting out anything that is done puposefully to draw attention to the player that initiated a barrel tag. Its a variation of "dead men" don't talk, shouting out immediatly upon being barrel tagged is the same as talking as a dead man, or giving information to your team even though your dead.
