Sounds like the cocking rod needs to be adjusted. With no air on the gun, pull the bolt/back block assembly back far enough to clear the feed port, does the gun cock? If not, adjust the little nut thingy on the back of the cocking rod until it does then lock that puppy in place. Make sure you have clearance for a ball to drop into the chamber.
