I think the easiest way to avoid this type of cheating would be to install a radar/BPS counter on each marker before the game starts (Something small that would clip onto the barrel near the muzzle) that would transmit to officials the max BPS a player reaches & the velocity of each shot.
The only downside is the extra cost this would entail for tournament promoters.
