What is the power tube spacer kit? Is it necessary to make the RT on/off work with this valve?

They are not related. You don't need a spacer kit until you start changing rails and valves. The kit is different length spacers to seal the bolt in the power tube without being too long or too short, and you change them if a particular setup leaks through the bolt with a good o-ring or if it won't catch the sear.

The RT on/off just drops in and is completely reversible.
