Try a 2k2 Intimidator. With a bit of searching around, you may find one around the $100 mark. Otherwise, probably average around $150 or so.

I would suggest a dm4 dm5 pm5 pm6 05 or 06 ego all should be under $200it and shoot great and fast

I don't see a real need for 20 bps, but I highly suggest Azodin products. My friend has a Spyder Pilot, and when I used it, it wasn't so bad either.

I going to get flak for this but why not consider a Tippmann project. A well setup RT'd 98c perhaps with a regulator and a decent barrel and you have a frightenly quick ultra simple and reliable shooter for not a ton of scratch.

Pluse it just fun to tinker with em

Cheap electros I'd pick up:

-Spyder and clones ($50 - $100)
-Angel LED/LCD/IR3 (I prefer the LCD's, but to each their own) ($100-$150)
-2k2 Bob Long's ($120-$160)
-Dye Matrix 4/5/c or Proto Matrix 5/6 ($110-$150)
-Trilogy Select Fire ($85-$115)

Prices listed are what you should be able to find them for easily. You may do even better.

There are other options, but they're not my cup of tea. Just personal preference.

I picked up a Vibe for $65. Same internals as any other SP marker (except the Shocker). Very good beater/loaner/wife marker.

I'm waiting on him to come back to give him a few choices so he can pick from. So far

Automag RT (might not go for it due that he has to buy a SHP tank to get it to shoot like what he wants to)
BT TM-15 (I think this one will take the cake)
Autococker Triology SF (He really likes Autocockers so this might be another option and leave him some funds)

He wants a milsim look? Why not go for the SP1 on ANSgear for 125 + virtue board for $70 (you may need to price match it from virtue paintball's website) and voila, excellent gun at 20bps with select fire. You can also go for upgrades for eyes later which is steep ($35 for the milled breech + $15 for the eyes = $50.) The eyes are optional since the virtue board for it was designed with no eyes when it first came out.

Small enough for speedball, shoots good enough for mostly everywhere. You might want to swap the ASA though if you're doing speedball so you get a tighter package.

I'm not super familiar with ICD electro's but I *think* their HPR couldn't handle high pressure output hpa tanks. They'd vent or something. You would definitely want to ask the guys over at ICD Owner's, though.

The Vibe recommendation is another sound option often found within your price range.
