Is it OK to change the items for auction on ebay based on sale price?

Empire Sniper Pump I4's and More | eBay

This person is only including the I4s if the price goes over 450?

Is that OK to do on ebay?

I'm checking the Q&A section but I can't find it.

I've seen that done with a Buy It Now - including bonus items if you hit BIN instead of bidding. I suppose this is the same thing, and if they make it clear up front what they intend to do I think it's ok with eBay. I couldn't quote you a specific rule that says that specifically though.

That's perfectly fine as long as it is clearly spelled out in the description.

I once bought an Automag on Ebay that was pictured with an HPA tank. The description said "can also include the HPA tank". I won the auction, paid, and put in the note section I would like the HPA tank. I got the package, and no tank was included. The seller said he meant that he could include the tank if we agreed on a price for it and I paid the higher amount. I filed a claim for the value of a tank at the time ($75) and won the case.

Make sure you clearly spell out the terms of your auction.
