What tool is this?

I went through my toolbox today and found something which appears to be a tool of some sort.

I got it in a box of cockers I bought some years ago, so this leads me to believe it's a valve tool for cockers, but I'm not sure as I have never had a cocker valve tool.

It also appears someone has used this as a hammer of some sorts, since both ends show signs of "hammering", but it looks like this might be easily repairable.

Is the inside of the round end threaded. If so, that is a Sheridan Valve Tool for taking apart old Sheridans.

No, it's hex sided (as in, same as allen screw). Also, the square side is not hollowed out, like a Sheridan tool. It's definetly not a Sheridan tool since, I have one of those.

Actually, upon closer inspection, the round side appears to have 2 "cutouts" in the inside, opposite of each other, like so:

what size is the hex? It could just be a screwdriver, for those interchangable screwdriver tips.
