PGP2 question

I bought a PGP2 from a gun show for $15 last year and ever since i've had it I have had this problem. Every first shot of of a 12 gram is very low powered. Is it because the 12 gram isn't breaking very well? Also are there any mods that make reloading this gun easier? I haven't looked around too much. Thank you for your time.

It's a fire to pierce system. The 12g is punctured on the first shot, and it's ready to go on the 2nd.

You can get PPS hardware to make it instapierce.
