Max-Flo loosing pressure

OK, got an HPA bottle with one of the older Max-Flo regulators,
and it's loosing pressure.
had a 4000psi fill and a week later it's 0psi.

so is this normal?
if it's not normal how do i fix it?
just had the bottle hydroed and would kind of like to use it, but i don't have a scuba tank or fill station, so this can be a little bothersome.

any suggestions?

because i hate SP i have no clue how to work with this reg.

to see were its leaking from submerg it under water after a fill and look for bubbles
could be a bad fill nipple if i remember correct
