odd characters displaying

When I'm in a thread, at the top of the page, I'm seeing an umlaut i, double arrow then a upside down backward question mark.

Where it shows the thread links, (mcarterbrown.com>forum>subforum), there is a capital A with a little triangle over it, then the same double arrow.

I should have fixed this... Odd. Let me clear the cache, I think that's the issue
