Well this is what was on the last few I saw from him. The bolt has a cutout not holes for the pump arms. This makes it easier to put back together so the arms, if messed with don't have to be perfectly in line with the holes on the bolt. That is at least how it was explained to me.

sounds like a logical approach to what I see as a possible issue where binding could happen. I bet that allows the bolt to float, as opposed the rigid mounting option. Maybe I'll get a chance to see one soon around here.
