Yes its happened to me before when I first got a phantom, make sure you got the
bolt facing the right way (o-ring towards barrel) then main spring, hammer, done.

Sounds like your tpc is screwed too far forward causing binding. Screw it in a turn or two.

I think Inferno has it, your bolt rod may not be connected to your bolt.

This might be way off base, but the op mentioned using an sc feed from another marker. Maybe the screw used to mount the sc is a little long, pertruding into the marker?

Would this not cause the rough pump stroke and keep things from moving correctly?

Its possible.. Just like if you use a screw for the undercocking kit
that isnt supplied with it, it will be too long and stick out in the breech.

i had something somewhat similar to that happen to me and couldve sworn i put everything in right, turns out i put the spring set up back in wrong, so thats probably what happened, where you thought it was right but it turns out that its not... i would do like someone mentioned previously and watch a video as a refresher and walk yourself back through it

I had purchased a brad Nestle feed but wound up using stock CCI 15 round feed. So that would not be the problem. Thanks for input, it is appreciated.

I will do this after trying the TPC like Sniper suggested.

Update time. Well the pump stroke is smoother but now it seems as though the air is not reaching the bolt and is getting choked along the way to the bolt somewhere in the valve (never taken apart).
