Sounds like a spring issue, but that "slightly mis-milled" ASP detent mod is a little fishy sound as well. You might want to go back to a stock config with your valve/bolt/hammer set up as is and see if it works fine without any frills.
Yea I'm going to test it out tomorrow with my friend's Co2 tank and also use the stock breech. Unfortunately no stock pump so this is about as stock as it can get haha. Going to test it with his main and valve spring and his power tube as well.

blue main spring,or like russ said clip your current mainspring we use blue mains and stock valves on our phantoms that run HPA the turn the TPC in 2-2.5 turns and lock it down if the set screw is backing out and the TPC gets lose it will also cause trouble, when in doubt replace the cupseal it REALLY sounds like a cupseal issue, you can make your own by cutting mag reg seats in a pinch.

replace your bolt tip o-ring aswell.

call or email cci it will be worth it to spend about 8.00,instead of giving up right off

Blue main , stock valve, and shoot co2 , phantoms work the best with co2. I know because I been thru 5 of them .

Phantoms run just fine on either propellant. I know because I've had 37 of them...

Haha, rocked.

Blue mainspring most definitely, regardless of propellant. Don't give up yet!

Thanks! Yes, I'm a PHOG member but I haven't posted anything on there yet. Just signed up recently.

So today I went to play and used my friend's 9oz co2 tank. That definitely made a world of difference. The gun was shooting pretty well, although my cocker shoots better currently.....so next step is to get the blue spring like you guys suggested since it was definitely the valve staying open too long from the HPA/stock spring combo, and also replace the cup seal, and hopefully I'll be good to go....worst case scenario I'll just have to buy a co2 tank since I now know that it works with my current setup.

Not impossible though. ASP mis-milled mine when I sent it it, but he caught it before he shipped it back to me. He replaced the body and re-milled it, but the detents still didn't work until I went to the largest size. You said he sent two sizes, but I got three.... maybe the REALLY big ones are only available upon request.

Paint slipping past the breech and being shot from halfway down the barrel could be cause of all your problems. It was for me. I ended up going to a J&J edge kit with the smallest backs they would sell me, and the gun has behaved itself since the.

Oh there is another size? Maybe that's what I need. I only got 2 sizes, but I emailed him about returning it or getting further suggestions from him, so I'm waiting on the reply....right now I'm just using tape barrel detents, which are working perfectly lol.
