How is this hole countersunk?

I've been trying to figure out how they countersunk the grip frame screw. There is no hole in the trigger guard to go up through. What would the cutting tool look like?

There's also other types of reverse countersinks that may be a bit more affordable.

Those work well for a countersink but for a counter bore affordable options are not that plentiful. Buy flat head screws so you can use the counter sink!
