Automag Classic with a ULE body fits your description. Make sure to get a bucket of gun oil with it and he'll be set for a long time.

I love mine. Extremely smooth for a STBB. Simple design. All standard parts. A/C threaded. Pretty much everything you're looking for.

Edit: Or I suppose you could do an A5 and swap the barrel collar for the lapco AC threaded one...

Thanks guys, great feedback.
I'm thinking that an Automag Classic with a ULE body (AC threads?) or a Micromag might be ideal (actually...almost everything suggested is ideal, just trying to narrow it down).

You're going to pay a premium for ULE/Micromag bodies.
If you don't care about vertical feed, a classic body with a mag->cocker adapter might actually be cheaper. Bit heavier as well.

I would suggest The Inferno T3 by Arrow Precision. They're great shooters. They're made in the UK - so at least parts and supply will be close by.

Gotta toss the vote in for a 98 with a cocker adapter.
It violates one of your rules by not being the most growth oriented peice of kit but I feel it more than makes up for the others. By the time he has outgrown it he will probably be better off going electro anyway.
