I think after telling someone their out or notifying a ref, there isn't much else you can do. Some folks just cant be reasoned with.

Depending on the time of year and how sweaty i get I wipe my hands on my pants to get them dry so the mark stops slipping.

Maybe that is what he was doing... I didnt see paint as well.
