You've done the right thing, if you keep your mouth shut no one will step in and point out the problem. On top of that, I would have spoke to the field manager, warn him about this situation to make sure this doesn't happen again.

We're lucky, the regulars tend to want to shoot each other at our site, in fact it's new players, or groups of players that are new to the site that tend to want to stick together. We let them but by the third or fourth game even they tend to want to split up.
If at any point one teams getting hammered we switch the teams about.
I know me and my brother kick up a huge fuss if we end up on the same team, in fact the only score keeping that anyone does during the day is between me and him. Since we're the only two pump players no one minds.
A really fair way to do it might be the losing team gets to choose two or three players from the winning team to switch to them after each game.

I have told my refs so often that they have to split certain players up that it's very rare that I need to do it anymore, but I still watch for it.
One thing I never let happen at our field is the 5 regular gear owners playing the 20 renters scenario, even if the renters agree to it.

Back when my brother and I were running an outlaw field, our players were pretty good about self balancing. We did run a 'dream team' game once or twice, but the other side would get a huge numbers bump and other advantages (terrain etc). There isn't any fun in a slaughter.
Good job calling him out.
