The groove goes from the base of the valve threads to a venting hole. The vent hole is normally sealed with the neck of the tank, so a siphon tube (or anti-siphon tube, for that matter) can do it's thing.

With the added groove, there's a path not sealed by the tank's neck that can allow gaseous CO2 to enter the valve ahead of the siphon tube through the venting hole and into the marker, thus negating the siphon tube's charge of liquid.

the safety vent groove on modern CO2 valves allow gas to leak past the siphon tube, thus getting little to no liquid.

Edit: Jordan is way faster and even provided pictures, man I'm getting slow.

Also, if you need targets for a shooting range, they make for some good practice. helps refine your small target skills.
