I say a few hundred hours of community service, to be served by doing the most disgusting job that can be found. Something like scrubbing statues clean of bird s**t with a toothbrush or washing out bedpans. Use a guard armed with a whip or a cattle prod to ensure productivity.

Agreed, but with parents these days, that still wouldn't stop it. Legislation, while it may help, isn't the answer. Better parenting is. Too bad that's too tough for people to try.
