It will stand, there are two pieces not shown on the stand that hold the tank actually, like this l_l not just the notch for the drop, unimount, or bottom line.

Is it made out a PVC and painted? Do you seal the PVC or is it able to be disassembled?

It is able to be disassembled, I can seal it if needed. It is PVC and it is Painted.
