I have been meaning to ask my local post office this but since you are so kind as to bring it up here . . . What about if I don't install the reg or the burst disk is removed. Technically in that condition it can't be pressurized; so would that make it legal?

if its unassembled i'm pretty sure its okay. I would double check with them just to be safe, but i'm reasonably sure thats acceptable.

Tanks are 3000 psi and so are the regs. These are HPA output at 800 psi. I can get 4500 psi regs and tanks if you want but they only come in big sizes.
