At the bottom of the description it indicates he sold it locally, so he probably just Upgraded the price instead of cancelling the auction.

I believe Ebay changed that loop hole where you could reduce the item to .01 cents before cancelling and thereby get back a portion of your listing fee...too bad...

I thought the JT paint was excellent. Really nice. The issue was the size. Flatlines need very specific OD paint

I think he's a dealer who sold the barrel to a guy who brought it back after using it for a day. Kind of like returning the suit after you wore it to the big event...Just tuck in the tags and remember not to spill anything on it and you'll be fine.
