In many ways, it’s a bold move for the series. Much of the foundation for the past season comes directly from the comic books. They also stated that they are somewhat limited by their budget. Thus, you'll see more "talky, talky" on the show than the comic. They just can't afford to pay enough for all the extras to be the zombie horde every episode.

George RR Martin was talking about this in regards to Game of Thrones. Producers cannot commit to following source material too closely because it results in actors (or actresses) having too much power in negotiating contracts. As long as every character is in danger of being offed that power is weakened.

Yep and unless you are doing something that has an absolute set run (Lord of the Rings, Harry Potter, etc) then you leave room for that. While not always a problem, it is something the people with money consider.

not only that if they follow source material then they run into the fan idiots who get all cranky when something doesn't follow canon.

Judging by the end of season 3...it looks like they are not done with the jail arc in the story line. Makes sense though...in the comic the jail was a pretty long part in the story line.

It would be interesting if they would "rebuild" the story line. Let last season just be about build up of the Governor character. Spend this season showing them trying to make things normal at the prison (ie clearing it all out ,securing it, planting crops) and then have something worth fighting for when the Governor comes back.

As long as they don't kill "Coach" aka Tyreese ill tune in, still a weak season, budget IMHO is BS for TVs # 1 rated show.

This season as a whole was not so good. Not sure what they need to do next season, but not gov. vs. prison please. that horse has been beat to death!
