I can see this as being a preventative maintenance kind of thing; not necessarily a “clean off a pound of gum and three year old grease” kind of thing.

would expand on why you think this?

I can see this actually saving money because you don't have to pay those silly street sweeper trucks which don't do a very good job anyways, and from the spray it appears to be a relatively efficient system with respect to water
