Geo-ranking help needed

So I've used up far too much skull sweat trying to figure this out and I've decided I'm over-thinking it. Here's what I want to do: I have about 40 locations in a single geographic area. Some of them need to be gone to 4 times a month, some 3 times, some twice and some once. Is there an easy, repeatable process that would let me sort this out so that each location is gone to the correct number of times in a month, and that I'm not driving all over the place randomly, which is what I'm doing now.

make a table with all locations on both x & y. calculate distances from each to every other point. insert in table and block out those that give 0 ( IE traveling from a to a). Pick the lowest travelled distance for each one and bump down to the next lowest based on frequency. That SHOULD give you the best answer with a very minimal amount of fidling around.

that probably isn;t explained very well but im busy lol.

don't forget to include your start/end point as locations. It doesn't do you much good to optimize travel between the points if you have to drive further to get there in the first place.

I was thinking you could map them, break the map up into five sectors (for the five days of the work week), and visit each sector once during the week. For each sector, you would visit all the four-visit sites on each visit, and check off the three, two and single visit each week as you visit them to avoid overlap. As you get to know your routine, adjust the size/shape of the sectors to even out your work load. That way you limit your geographic range on any given day and you can front load your month with more single and two-visit locations and leave some time later in the month to cover any issues that might arise.

Edit: I realize that this results in a 28 day pattern, but you could use the last half week of the month to visit any sites that you didn't get to enough times.

That's pretty close to what I do now, I'm trying to streamline the process a little more. Plus, I can't do anything as simple as a quadrant, it's not laid out that easily.

Put all the locations in a gps or google maps or something. It should create the shortest route between all of them.

I use google maps for work routing. Being able to drag locations up and down the list makes things easy.
