Actually you can do it with ASCII codes, hold down the Alt key and type in 148, then release the alt key, and you will see this ö. Or if you want it capitalized, then Alt 153 Ö. If you are really confused, then Alt 168 will express that ¿

i find it works with my number pad but not with the keys on the top row. those just bounce me around the screen when holding down alt.
