That wouldn't quite do what I need, but that bottom piece, coupled with a gear with offset teeth might do the trick. I would have to figure a way to keep the teeth engaged though. Good idea!

Not quite, lol. It's about 6-7 inches long. I personally prefer larger formats because it allows for more detail. This 4-wheeler has the look of independent rear suspension.

I ended up cheating by locking the wheel assemblies together and just creating a central pivot with the handlebars at the top. It made the kid happy, even if it's ugly.
