I own that fenix light, and holy mother of god is it painful to look into. Especially on strobe, because it only strobes at its maximum output, which is 383 lumens if I remember correctly.

I use a 60 (or 70?) lumen torch in my offhand and find it to be plenty bright. I've been strobed by a mega powerful light and it was very unpleasant...
There are quite a few well built, low powered tac lights nowadays. Not sure what i couod reccomend for your continet though...
Also, a red filter can be very helpful! Nice and sneaky and doesn't ruin your night vision too much.
