Becaue there are a lot of simple people in the wrold.

Lots of people don't seem to realize that brakes serve two purposes. for stopping and slowing the **** down. first you slow down, then you stop. you dont stop short and then slowly creep up every ten seconds. that just makes you look hessitant or simple.

Maybe its because some traffic lights are motion-sensing and they're trying to set it off?

nah not motion sensing or pressure, they detect the metal of your car over the top of them

It's so that more cars can get through the light. Everyone thinks if they inch forward just a little bit, they'll be able to make it and not have to wait an entire cycle again.

That said nothing makes me more upset than somebody failing to go when the light is green, especially if it's a short light. or people moving slowly through the intersection.

I do the very opposite, lots of distance. Most of the lights around Vancouver have two sets of two electro-magnetic coils in the ground, with one car length separating them. In most cases you will not get an advanced left turn signal if there are only two cars waiting, you need the third car to hit the rear sensor. I sit back a car length to set off the sensor. Works like a charm.

Ha ha, my wife and I always laugh out of this phenomena. She calls it "The step of hope" the other we always get a laugh out of is "The mystery car" where someone stops short by a whole car length regardless of position and keeps that gap.

I will move up as a possible courtesy to the cars behind. Often times in the city there is a person that wants to get into the empty, controlled left turn lane but cant because of a few feet. Moving up gives that person room to get into the lane and make their turn without having to wait an extra light cycle. Another instance is in heavy traffic where there is someone caught in the intersection a block behind you and light turns red, moving up can help the clear the block so the cross traffic can get going.

Your actions can affect the traffic farther than you can see.
