Breaking isn't terribly practical. I mean boards don't hit back, But it is a fun reward for surviving the test to that point and can be a really impressive demonstration of focus and accuracy.

We used to break a lot of cinder plate. One of the bigger fellas in our school decided to try it at home. He came to class and asked how the heck we were doing multiples because he almost broke his hand on one. We went out to his car to see what he was talking about and found that he had bought some CONCRETE plates. He would have need a sledge hammer to break those.

I used to compete against a guy who made his own plates. They were basically compress sand with just enough cement to hold them together. Not particularly impressive.

No you don't need to register as a weapon but you do get added to a list/database in Korea.

Thats not to say that if you do get into a fight it's not going to come up in court and the other party isn't going to try to convince everyone that you didn't use more force than needed or that you weren't the aggressor.
