PS doesn't jive well with vista unless you have a beast of a laptop, PS uses a lot of ram for certain tasks.
If you have family or friends that are a student, use them to get a student discount. That is the cheapest legal way to get PS.

Adobe has done a program where you pay monthly to use their product, it's rather affordable. Of course then you'll never "own" a solid copy but the pros outweigh the cons and its way better than paying a premium up front for software.

Edit: since maggot ninja'd me ill back him up there. PS is really ram intensive. When I ordered my Mac in store I told them to max it out, I got "are you sure?" I said "yeah, photoshop doesn't mess around"

Not really, but yeah. CS2 runs fine on my ancient laptop, I only use it for super basic stuff.

Steal it? The free to download, legal copy is technically not legal to download unless you have paid for it. Torrents or the other usual methods come to mind.

EDIT:Looks like Adobe just took the page down, so you can still get to it by looking at google's cache.

Adobe Creative Cloud. As a student, I get it for $30 a month but it includes Photoshop, Illustrator, InDesign and a ****ton (true form of measurement) more.

Paint.net is a freeware photo editing program that can do a reasonable amount of photo editing stuff.

I'm not sure if you're a power PS user, but it's worth checking out:
