Fill bags with helium.

Make duct tape into rope.

Float across with GoPro mounted on rig to watch the mayhem below.

There isn't quite enough material to make a steam boiler, but the plywood could be cut up to make the engine and a propeller/paddle wheel ;D

Either go for speed or style

A V hull can be made from 1" plywood, though it will be... Heavy as hell. The hard part is a "cool" enough propulsion system.... Damn, where is Mr Scott what you need him. I am sure he could whip up a warp engine out of the parts on your list

How far is it across the pond?

Use duct tape to make rope.

cut one piece of plywood to fashion a kneeboard (18 inches wide about 30 inches long)

Use some tape to make strap for your knees.

Use duct tape rope as tow rope and have rest of team drag you across the pond.
