I think I would try this:

Make a 6' x 4' open topped box that has sides which are 1' high. Seal the inside seams as best as you can with the garbage bags and duct tape. Flip it upside down and start wrapping the outside with the rest of the tape however many times you can make it round to hold it together. Put it onto the water so you have an air bubble underneath stuck under it.

It should have a large enough surface area with lots of air underneath to be stable and easily float one person. You'll have a good amount of extra wood to make a paddle and even a seat for bonus points.

We had to do something similar in college, but it was duct tape and card board. I usually ended up swimming and toeing the sinking pile. One successful design was a V shaped hull to cut through the water, with no back. The person laid down, feet sticking off the edge, and just kicked/paddled. It ripped through the water.

I think we have decided on something with this style. A large main surface with stabilizing pontoons on either side. We just have to figure out how to affix the pieces with duct tape.
