It is a joke, but it does dissolve to an extent.

Bars, especially larger ones, use a mix of nitrogen and co2 for all the beers on tap. Usually the mix is 30% nitrogen. The reason is that you get more consistent pressure and better foam control with 20-40% nitrogen mixed in. It has the benefit that it reduces the acidity of the beer slightly (less carbonic acid).

And any decent "irish" pub with have a seperate mix of 75% nitrogen for the stout, and specialty draught beers. That nitrogen gives guinness its unique head, and other characteristics. It is also what is in that widget that rattles around in the cans.
