On my previous truck I took a dremel and ground down the rust spots and some of the surrounding area, put in some filler from the auto shop, sanded smooth and painted the area.

If you aren't concerned about slight damage to the surrounding area, Naval Jelly will eliminate the rust itself. Use a qtip to apply and then rinse off, clean the area really well. Use your fingernail to see if any of the surrounding area is loose and will chip off. Remove if so, it will be a future problem.

Lightly sand the area with a medium course down to fine, as size will allow. Use a zinc high primer from a bottle you can brush apply, not spray. Do a couple of dabs with alternating dry time to fill the spot. After it's completely dry lightly sand the whole effected area with a very fine cloth. Clean with a tac cloth. Apply your color match paint with a small brush if possible and allow to dry completely. Generally the repair kit paints come with enough retardant in them to smooth over fairly well. If the area turns out to be larger, spray cans can give good result, but you will see the difference in a significant way.

If you just dab the color paint on, the rust underneath will continue to spread and cause issue.

You can buy generic Phosphoric Acid at Home Depot for a fraction of the price of "Naval Jelly". Its the same thing.

I use it all the time, but keep it away from Chrome. It will ruin it.

You can hand polish with way way weaker tools and sand paper and mild abrasive polish to remove the rust, then you can cover it with touch up paint several times until it actually is level with the paint, and then you can polish that down.

Look up "how to use touch up paint"

No need for a dremel in almost all cases. Faster you fix paint chips the better and easier.

^ the reason that I suggested the Zinc heavy primer is that it will both fill the hole, and inhibit future rust.
