Because they were going to distribute them. Those of us who belong to Christ owe our allegiance first and foremost to God. He has told us to spread the gospel. Earthly governments, whether they want to or not, also owe Him their allegiance (but so many refuse to give it), and some try and hinder Him. When the latter happens, Christians are remember that we still obey God first. The vast majority of the time (especially in the U.S.), there is no conflict between us obeying the laws and doing the work given to us. however, in China, we either obey God or obey China. And many Christians, Chinese and non-chinese have chosen to obey their Lord before they obey China.

China doesn't like that (hmmm, I think they're scared actually), and thus they try and control religion (state-authorized churches and other such nonsense) and that which they can't control they ban. You can't get a bible into the country that they haven't authorized without having to smuggle it in.
